Fostering the Future is a major initiative, led by First Lady Melania Trump, designed to modernize the U.S. foster care system and empower young Americans transitioning out of foster care with the resources needed for independence and success.
The initiative was launched via a Presidential Executive Order signed in November 2025.
🏛️ Key Components of the Initiative
The program builds on the First Lady’s previous “Be Best” campaign and is focused on collaboration between federal agencies, the private sector, and non-profits to address the high rates of homelessness, low educational attainment, and unemployment faced by youth aging out of foster care.
1. Education and Employment Opportunities
- Scholarship Expansion: It enhances access to Education and Training Vouchers and federal grants to support educational success, career advancement, and financial literacy. The initiative specifically promotes career-focused training over a “college for all” model.
- Public-Private Partnerships: It seeks commitments from private industry, academia (like Vanderbilt and Villanova Universities), and nonprofits to create new educational, employment, and mentorship pathways for foster youth.
- Technology Focus: The program, through scholarships, often targets providing access to computer science and technology education to help youth secure financially independent, entry-level positions.
2. Resource and Planning Platform
- Online Hub: The order establishes an online “Fostering the Future” platform to connect current and former foster youth with critical resources.
- Personalized Plans: The platform is designed to help youth build customized plans for their education, career development, housing stability, and overall pathway toward self-sufficiency.
3. System Modernization and Oversight
- Data and Transparency: It directs the Department of Health and Human Services (HHS) to update regulations, improve state-level child-welfare data collection, and enhance transparency to strengthen positive outcomes for children.
- Technology in Child Welfare: The order promotes the modernization of state child-welfare information systems, including the use of AI-powered tools to improve caregiver recruitment, retention, and child matching.
- Performance Scorecard: It mandates an annual scorecard to evaluate state performance in critical areas, such as reducing unnecessary foster care entries and accelerating permanent family placements.
